The purpose of this letter is to condemn the actions and behaviors of Martin Siller, a former officer of seven years with the Eugene Police Department, who was exposed by body-cam footage expressing racist and inappropriate views.

The footage showcases the disparity between shared values of Eugene police officers versus community members, from Siller’s excitement as he discussed various subjects like abuse perpetrators (seemingly known officers to Siller from a department he previously worked at) and their lack of accountability, to his titillation over the gassing of citizens at the federal building, to his racist, misogynistic language. 

The supposed purpose of EPD is to protect and serve the community. I believe the footage brings to light a deeper issue presiding within EPD, that of moral depravity and dehumanization.

Our taxes should be used on services like CAHOOTS, which actually served our community. EPD’s budget is $186.7 million for 2025-27 biennium. Compare this to the $500,000 set aside by the city for alternative crisis response. Where is the money going to from EPD? More gas canisters to use on citizens? More Flock cameras that our community voted to remove? Chief Chris Skinner must be removed, and we must reform EPD.

Finally, EPD must end collaborative efforts with U.S. Immigration and Customs Enforcement. This is our city and we have an opportunity to improve it to reflect our values of community and compassion. ICE out.
