A 42-year-old woman sustained a skull fracture, among other injuries. In an affidavit alleging perjury, a Eugene police detective states the vehicle suspected to be involved in the collision was reported to have been stolen in Florence at a time that cameras spotted it in Eugene.

A man and woman are alleged to have committed perjury after reporting stolen a Chevrolet 1500 pickup truck suspected of being involved in a hit-and-run collision that injured a bicyclist on River Road in Eugene.

Dallas Lee Silva, 47, has been indicted on multiple charges in connection with the July 4 collision that caused “serious physical injury” to a 42-year-old woman near Beacon Drive, including failure to perform duties of a driver to injured persons, according to an indictment filed Friday, Oct. 16.

In addition to perjury, a felony, Silva is also charged with initiating a false report, a misdemeanor.

Heather Lynn Hereford, 41, identified in a Eugene police affidavit as Silva’s girlfriend, was charged Monday, Oct. 19, with perjury. Hereford and Silva are described as residents of Gardiner in Douglas County.

The suspect vehicle had a license plate showing it registered to Hereford, according to a Eugene police affidavit, and Hereford is alleged to have spoken to a Reedsport police officer July 4, telling the officer Silva had the vehicle.

But Silva and Hereford then filed a stolen vehicle report July 5, according to the affidavit. They allegedly told authorities it had been stolen in Florence, about 60 miles from Eugene, around 1 p.m. July 4. They also later filed an insurance claim over the vehicle.

The collision took place at about 8:40 p.m., July 4 in Eugene, police say.

A police investigation turned up an automated license plate reader camera “hit” for the vehicle at 12:53 p.m. July 4 at Lowe’s on West 11th Avenue in Eugene, as well as Lane Transit Authority camera footage showing the vehicle in Eugene at about 1 p.m., July 4, the affidavit states.

Lowe’s, a nationwide home improvement chain, is known to have license-plate reader cameras at its stores.

In addition, a citizen’s Ring camera north of Junction City showed Silva and the vehicle on July 4 before the collision, the affidavit states. The vehicle and someone resembling Silva is also said to be seen on the Ring camera video after the time of the collision, according to the affidavit.

The Lane County Sheriff’s Office spotted the Chevrolet truck July 6, but it was not recovered because of “miscommunication with LCSO and EPD dispatch,” according to the affidavit written by Rick Lowe, a detective with Eugene police. The vehicle has not been recovered, according to the affidavit.

The document states the injured bicyclist sustained a hairline skull fracture as well as a frontal sinus fracture and is recovering outside of Oregon.
