- Long-term projects: Columbia Street at East 17th Avenue is closed for construction work on storm, wastewater, and electrical utilities. Drivers should use Agate Street and Moss Street to get to East 19th Avenue. Pedestrians can use the north side of East th Avenue, but mid-block access on Columbia is closed on both sides. Cyclists should use Agate Street to the west and Moss Street to the east.
