Eugene police arrested a 55-year-old man after he reportedly picked up a 19-month-old child at Skinner Butte Park and began to walk away, according to a news release.
Police arrested Anthony Wayne Reed after responding Tuesday at 10:11 a.m. to a report of two men fighting.
According to police, a 74-year-old man had been at the park with his grandchild when Reed approached and picked up the child. The 74-year-old man did not know Reed and tried to stop him, police said.
“Reed overcame him and strangled him briefly,” according to the Eugene police statement, with bystanders reportedly intervening. Police found the 19-month-old child being held by others.
Reed, when walking away with the child, reportedly made statements “regarding getting the child help and insisting he knew the parents,” according to Eugene police. The police statement described Reed as “incoherent” when talking to officers.
Reed on Aug. 6 was charged in Lane County Circuit Court with second-degree kidnapping, a felony, as well as a misdemeanor charge of attempting to commit strangulation.
Lane County Circuit Court Judge Beatrice Grace on Oct. 25 found Reed unfit to proceed and ordered him transported to Oregon State Hospital. Grace did so after the completion of a psychological evaluation report.
