An 85-year-old woman and her 64-year old son died in connection with a fire at a manufactured home park. Police have arrested a family member who lived at the residence on arson and murder charges.

Springfield police said July 11 they had arrested a family member of two people who died in connection with a mobile home fire on Wednesday. 

Police arrested Justin Ray Carr, 29, on two counts of first-degree murder, one charge of first-degree arson and one charge of unlawful manufacture of a destruction device. 

Carr is charged in connection with the deaths of his grandmother, 85-year-old Elizabeth Rae Boggs, and her son, 64-year-old Michael Gary Boggs, Lane County Circuit Court records show. 

Police found two glass bottles with cloth in them, described as Molotov cocktails, inside the home, according to an affidavit of probable cause filed July 11. Detectives discovered a lighter nearby. In a shed in the home’s carport, police found an open 5-gallon gasoline container, as well as a shirt with material matching that in the glass bottles and a pair of scissors, the records state. 

A neighbor provided police with video footage from a camera on their shed, according to the court records. The footage showed Carr arriving at the home at about 10:19 a.m. July 9. Michael Boggs arrived about a half hour later. Carr was seen leaving the home at about 10:55 a.m., the records state. 

Eugene Springfield Fire and police officers responded to the blaze at Santiago mobile home park, 5335 Main St., at 10:58 a.m.

Based on 911 calls, firefighters believed there was someone still inside the home. The home was engulfed in flames, police said.

Firefighters made entry and extracted Elizabeth Boggs, the homeowner, according to police. Once the fire was extinguished, firefighters found Michael Boggs dead inside the home. 

Michael Boggs did not live at the residence, court records state.

Medics transported Elizabeth Boggs to a local hospital for treatment. She was later taken to a Portland-area hospital, but she eventually died, police said. 

The Lane County Medical Examiner found trauma consistent with strangulation to muscles in Michael Boggs’ neck, according to the court records. 

Springfield police detectives, Eugene Springfield Fire investigators, Oregon State Police fire investigators and crime lab technicians, along with staff from the Lane County Medical Examiner’s office, assisted in the investigation. 

Police used license plate readers to track Carr across Oregon and into Washington, where he was apprehended by officers with the assistance of the Hoquiam Police Department and the Aberdeen Police Department.
