- Long-term projects: Columbia Street at East 17th Avenue is closed for construction work on stormwater, wastewater, and electrical utilities. Drivers should use Agate Street and Moss Street to get to East 19th Avenue. Pedestrians can walk on the north side of East 17th Avenue, but can’t cross Columbia Street mid-block. Cyclists should use Agate Street to the west and Moss Street to the east.
