A developer who is considering building dwellings on 12.5-acres behind Willamette Christian Center held a meeting to talk with neighbors about the project.

A developer aims to build low-density housing on 12.5-acre plot behind Willamette Christian Center off of West 18th Avenue and Hawkins Lane in Eugene.

Metro Planning, a planning and land use consultant hired by the developer, held a public meeting Tuesday, Sept. 22, at Willamette Christian Center for neighbors to voice concerns and comments about the project. About 70 residents attended. 

During the meeting, Metro Planning handed out plans for the proposed community, called Juniper Springs. The plan shows the developer intends to split the land into 54 lots and build additional streets and associated infrastructure.

Many in attendance at the meeting voiced concerns about traffic, flooding and noise pollution.

“If they go through with what this map shows, it’s just going to ruin the whole character of the neighborhood,” said Diane Mattison-Nottage, a longtime Churchill neighborhood resident. “Traffic is going to be crazy. … The loss of open space is huge. In the Churchill area here we don’t really have any open space.”

On a given weekday, 18th Avenue sees about 14,000 vehicle trips, based on data provided by Lane Council of Governments. It’s unknown how many additional vehicle trips the proposed development would add.

Local residents also mentioned concerns about flooding, as homes in the area already see from water drainage problems. The proposed project sits on land where a seasonal creek absorbs water runoff. 

The developer behind the project is Brent Lanz of Lanz Cabinets, who previously spearheaded a project called Alder Springs, a 106-unit apartment complex constructed in 2020 in the River Road nieghborhood.

The project is still in its early phases, said Jed Truett, principal planner of Metro Planning. The property hasn’t been sold yet, and the city has not yet approved an application for a  land use permit. In the coming months, the application will be evaluated by the city, and after it’s deemed complete, there will be another opportunity for public comment.
