Even with a federal criminal case pending and the involvement of U.S. Immigration and Customs Enforcement, Lane County prosecutors still have active cases against seven men charged with burglaries targeting Asian American households in Eugene and now also Salem.

A Lane County circuit court judge Monday, Nov. 17, authorized two arrest warrants for defendants charged in connection with burglaries police say targeted Asian American households.
Both local and federal prosecutors now are making cases against suspects in a string of crimes against Asian American residents in Eugene and across the state.
But Deputy District Attorney Nicholas Geil told Lookout Eugene-Springfield his office has not been able to check in with U.S. Immigration and Customs Enforcement about which defendants the federal agency may have in custody.
One of the persons for whom a warrant was issued Monday, 31-year-old Robinson Camacho-Rodriguez, is listed in an ICE database as being in its custody.
The Lane County burglary case involves seven defendants arrested by Eugene police in connection with a burglary in north Eugene. The Lane County District Attorney’s Office on Wednesday, Nov. 12, through a new grand jury indictment added charges for a second burglary in Salem. The indictment said the total value of items taken from the Salem residence was $10,000 or more.
Eugene police, who arrested the seven suspects after executing a search warrant Oct. 9 at an Airbnb on Skyline Boulevard, have said they did not ask the country of origin of the suspects.
Oregon has one of the strictest sanctuary laws in the nation, and local and state police generally are not allowed to assist with immigration enforcement unless there is a judge’s order.
But a federal Department of Homeland Security spokesperson issued a statement Oct. 26 stating that four burglary suspects had been taken into ICE custody on Oct. 15, calling them “criminal illegal aliens from Colombia.”
The date matched up with what a Lane County Sheriff’s Office memo referred to as a “Lobby Incident,” with video released under the state’s open records law appearing to show three men handcuffed by ICE personnel in public areas of the jail.
Federal prosecutors on Nov. 6 announced their own prosecution of the seven suspects arrested by Eugene police. A criminal complaint alleges their connection to burglaries in Eugene, Salem and Auburn, Washington.
On Monday, after a lightning round of preliminary hearings for five defendants — two others had theirs postponed — Lane County Circuit Judge Charles Zennaché authorized arrest warrants requested by Geil for Camacho-Rodriguez and 26-year-old William Steven Rodriguez.
But an attorney for Rodriguez, Rebecca Davis, told Zennaché on Monday that she understood her client is “somewhere in federal custody … related to this matter.”
Federal prosecutors earlier this month announced 26-year-old William Estiven Rodriguez-Gaviria as a co-conspirator in their case and stated he was being held in Arizona. The alleged co-conspirator in the federal case has a name and age closely matching that of the Lane County defendant William Steven Rodriguez.
Edwin Cadena-Pineda, 48, is being held at the Lane County Jail and appeared in person on Monday, participating with assistance from a Spanish-language interpreter. Cadena-Pineda pleaded not guilty Nov. 12 to the charges against him.
Another defendant, Steven Quiroga-Solano, appeared online via a remote link, also participating with help from a Spanish-language interpreter. Quiroga-Solano, 27, previously posted bail and was released from the Lane County Jail. On Monday, Quiroga-Solano entered pleas of not guilty to all charges against him.
Derinson Martinez-Grandas, 34, did not appear, and an attorney representing him, Sarah Ferguson, told the court he is being held in federal custody in the Polk County Jail. Federal prosecutors have publicly named Martinez-Grandas as a target of their prosecution.
Jesson Quintero, 28, has a preliminary hearing scheduled for Wednesday, Nov. 19, while Jhon Alexander Quintero-Cadena, 24, is set to appear Dec. 15.
All seven suspects have now been indicted in Lane County Circuit Court on two first-degree burglary charges, two conspiracy charges, and first-degree aggravated theft.
