The Springfield Economic Development Agency plans to sell a two-story cinder block building on Main Street to a private company.
Springfield Economic Development Manager Allie Camp told the agency’s board Feb. 23 that it received an offer to purchase 138 Main St. “to be used as an architecture studio.” The property is on the north side of Main Street between Mill Street and Pioneer Parkway West.
A proposed purchase and sale agreement names COR 10 LLC as the buyer. The company’s CEO, Oscar Moya, signed the agreement Jan. 12. Moya told Lookout Eugene-Springfield by phone he could not release more details.
“We’re still in the exploratory end of it,” Moya said.
An annual report COR 10 LLC filed with the Oregon Secretary of State in 2024 states its business activity as “sustainable housing.”

During the agency’s board meeting, Camp said the agreement calls for an “as is sale” for a cash offer of $630,000. She said the buyer proposed 15 days for due diligence, plus three weeks to close the transaction.
The agency’s board voted to authorize the city manager to execute the purchase and sale agreement.
During the board meeting, Camp said the city’s Downtown Urban Renewal Plan states “properties need to have a plan for disposition within five years and be completed in enacting that plan within 10. The property had been retained beyond the time frame identified in the plan without a plan forward.”
The economic development agency bought the property in 2013 for $669,000. It was originally purchased to serve as a site for a downtown plaza, according to public records. The agency’s board chose to list the property for sale in June 2024. At the time, the city leased the building to a contracted parking enforcement agency. The building has had other tenants in the past.
Campbell Commercial Real Estate lists the property for sale for $675,000.
According to a 2013 Springfield Economic Development Agency memo about the potential purchase of the property, the property “could possibly become the first property of the Mill Plaza when redevelopment occurs in 7-10 years.” A Downtown Design Plan proposed to locate and develop a public plaza on a one-half block that contained three buildings, including 138 Main St.
“Downtown Mill Plaza Design & Construction” is on an unfunded projects list in the city’s fiscal year 2027-2031 Capital Improvement Program.
